This institutional capacity assessment, conducted by consultant Kasina Fredrick, evaluates Integrated Agribusiness Hubs developed under the JOY Project in Kenya. Implemented with support from IFAD and PROCASUR, the study focuses specifically on the main hub, CoELIB Centre at Egerton University, and satellite hubs at Pwani University and Shamberere Technical Training Institute (TTI).

The assessment explores the readiness and capacity of these institutions to deliver integrated services necessary for fostering youth entrepreneurship, training, and employment in agribusiness sectors.

The following key capacity areas were evaluated:
Governance and Administration: Assessment of organizational structure, policies, and governance practices.
Human Resources: Capacity to maintain a skilled workforce and effective management systems.
Financial Management: Evaluation of accounting systems, financial reporting, and adherence to IFAD guidelines.
Project Management and Resource Mobilization: Capabilities in project execution, stakeholder involvement, and sustainable resource acquisition.
Infrastructure and ICT: Availability of adequate facilities, technology integration, and suitability for agribusiness training.
Networking and Partnerships: Strength and scope of partnerships with stakeholders, industry, and community.
Findings and Recommendations
The assessment identified strengths at CoELIB, particularly in governance, infrastructure, and ICT integration, positioning it as a model hub. Pwani University and Shamberere TTI demonstrated promising potential but highlighted needs for improved infrastructure, financial management systems, and expanded networking capabilities.

Strengthening the integration of practical training programs tailored to market needs.
Enhancing resource mobilization strategies to ensure sustainability and scalability of hub activities.
